I very much like the mini! The opening shot was the best one, but they went downhill after that....
HOTH! Uuuugh! There is nothing of value on that planet, period. It's a frozen rock, partially why the Alliance chose to retreat there. Up to the GCW, that was not the site of any major battle. PERIOD.
I'm sure you can find other cannonical ice worlds... but I've got dibs on Arkania right now .

Just stay away from Ando Prime! I know ABL did a MOC there but I really need that for my storyline. Oh, and I did enjoy your story although Sial is right about Hoth. What about using somewhere like Alzoc III or Toola for an ice planet? Just not Rhen Var - it's really cliched.

What about Abregado Rae? It's in the recent Clone Wars series and since these guys appear to be CIS even though they are in Mando outfitting and flying in Sep ships(maybe they're for the Death Watch; aside from the Death Watch Mandalorians were either for the Republic or for themselves. ) there could be a secret base on Abregado from which the CIS worked on the Malevolence perhaps?

Abregado-rae is more temperate than ice but, building on your idea, Abregado-Taki is very icy.
Thunder-blade - I understand. Plus, there were some minerals on Hoth, found near volcanic vents so your story isn't entirely off canon.

As far as changing the plot.... it's called relative continuity. Retcon the story so that the navicomputer and intellegence were botched and the ship had actually landed on the planet you change it to. Republic sabotage of the holocharts or something .
