After trying to assassinate Darth vader, Storm trooper TJ and his best friend (who does everything he says) hides out at the black river. Darth Vader never goes over there. It was told there lives a Black storm eating monster.

No they are not. TJ goes fishing at the black river. Fishing is his favorite hobby. The black river is the only place he can fish where darth will not find him.

Is TJ smart enough to even get onto that planet?

I believe the "black river" infers that the flat black part IS the water .
