No, the only place non- guildies can make a thread is the new member area, where new members introduce themselves. Seeing as though you have 500 posts, I doubt you're that new a member.
That's why there's the WIP Long-term and Future ideas thread.

Does it even show you the "New Topic" button? If my memory serves me correctly it doesn't. So that should have answered your question for you.

Or, if you are bringing the picture from an image hosting site, such as flickr, take the url of that image and copy-paste it to the URL box below the File box. On a person note I just posted my FBTB entry and bet you about 1/2 of people that enter are going to fail. Because they’ll miss some details. I read that contests rules about 6-8 times and finally after 2 days of taking pictures and editing what I was going to post I finally posted it.
